Without targeted job training, they face high unemployment risk, and consequently, many return to familiar s in search of income. Additionally, societal stigmatization further compounds the problem. The on s acts as a formidable barrier, excluding individuals from the labor market and eroding self-esteem. As a result, many feel they have no viable path forward other than the one they previously trod.

However, effective reforms and community engagement can reduce repeat offences by offering tailored support and meaningful opportunities. First, comprehensive post-release support—including —equips ex-prisoners to cope with stressors and emotional challenges that might otherwise trigger reoffending. , for example, provides a secure base and, as a result, diminishes the temptation to engage in petty crime for shelter. Second, s have demonstrated considerable promise. To illustrate this point, several enterprises now implement s, incentivised by tax breaks and grants. These initiatives not only open doors to stable employment but also foster a sense of belonging and purpose among participants.

In conclusion, although long-standing social barriers and a deficit of reintegration services drive recidivism, I contend that a combination of personalised post-release programmes and collaborative public–private efforts offers the most effective route to breaking the cycle of reoffending.
